C1 cannot be made the default application to open .cr3 files on Mac.
I'm not sure if this has always been the case or if it is a bug, or indeed if it is true for all Raw files and operating systems. Usually I would not open an individual .cr3 file from the Finder or another application. However, I tried recently and realized it opened a different application. When I checked (Command-I on the file) the other application is set as default. I tried to change it (Open with: "other" to see all my applications), and I see that Capture One is grayed out. Should this work?

After you've clicked on Other…, a window opens that lets you select the default application:
At the bottom of that window, you'll need to enable "All Applications" (as in the first screenshot) in order to be able to select Capture One.

I'm running the same macOS version as you (14.6.1) and indeed you can't set Capture One to open individual Raw files. I believe this is the correct behavior, as Capture One isn't an image editor per se, but rather a Raw develop and image management application. The most I might anticipate is that trying to open a Raw file in C1 might result in C1 launching and presenting its Import window—but of course that doesn't happen.
If you want to work with the image in Capture One, you first need to launch C1 and Import the image, either (1) adding it to the catalog ("referenced", in which case it stays in its original location), (2) Copy it into the catalog ("managed") or (3) have C1 add (not copy) the file to its catalog AND copy it to another location ("referenced"). I do #3 most of the time, and #2 some of the time. I don't recommend #1, as then your image stays only on the original card—and you know what happens then.
For reference, In addition to the Get Info screen shot shown above (which is also a way to set the default application for opening a file or type of files), you can also see your apps that can open particular files by right-clicking or Option-clicking on the file and see a drop-down something like this:

Thomas, thanks but that is what I tried to describe. However, after clicking Other I can see all my applications and Capture One is grayed out. If it is not grayed out for you and you can choose it please let me know.
Abbott thanks for your reply. I guess it can't be set. It makes sense unless Capture One opened the entire folder of images when I opened one. Unfortunately that means if I accidentally try to open a raw file the wrong application will open. Oh well.

As mentioned above, you need to enable "All Applications" – the setting at the bottom of the window in your screenshot.

Thomas, like my screen shots, your screen shot shows Capture One grayed out. It cannot be chosen to open the raw file any more than any of the other grayed out apps. So not sure what you are showing. Have you successfully made Capture One the default application? For example if you double click a raw file what application opens?
