Is there a way to automatically and  selectively apply a speed edit adjustment to any AI-selected area and automatically place it in a newly created layer?

  Speed edit shortcuts only apply to the image (background) layer. You can create Subject AI and Background AI layer styles that include adjustments and styles that include Smart Adjustments from a reference image.
