network catalogs

I would like to find out how to set up a multiuser photo editing workflow in a local area network.
The workflow is as follow:
1-Master computer creates the image catalog with sub catalogs
2-User 1 access the catalog over the network and edits images in sub group 1.
3-User 2 access the catalog over the network and edits images in sub group 2.

All editing work is done directly on the master computer files over the LAN network.

I have not been able to figure out which catalog software to use to accomplish this workflow.The editing software is Photoshop CC 2014.

Adobe Bridge and Lightroom work well but do not allow to share image collections over a network.

Any ideas?
