Problem selecting submenus/ changing tools

Hello everyone,
as the title says I have problems selecting submenus ☹️
For instance after creating a new mask layer, I try to change the brush tool to the gradient tool via submenu but I just cant get the submenu to open. I can select different tools but cant click on a tool and change it to something else.
I have no problem with changing the tool via shortcut though.
So where lies the problem now?
I use a Mac sierra and wacom tablet but already tried a mouse and had the same problem so I am quite puzzled right now.
Does someone know how to fix this?

In the toolbar, the cursor tools have a small arrow at the side of them. That does NOT mean that clicking reveals a submenu. What you have to do is press and hold on the icon.

Okay, now I am kind of embarrassed that I did not know this 🤭 but THANK YOU for the quick reply and shedding light on this issue. Works like a charm.
