They aren't all intended to work on local adjustment layers.

The easiest route is to go the the Local Adjustments tool tab. Here you'll find all tools that support local adjustments...

Paul: that's what I've done. The "Levels Tool" does not work on any selected layer, nor does the pull-down menu give me that option, ie "Adjust Selected Layer." The pull-down menu via the small right-side triangle only allows me to "Remove Tool" or "Set Defaults."

The Levels tool should not be on your Local Adjustments tool tab. Something happened with your workspace. You could select the default workspace to reset.

I think you have had a misunderstanding here. You can add tools to any of the tabs, including the local adjustments tab, if it suits your convenience to have them there. So for example, it suits me to add the Navigator tool to the Exposure tab. But adding a tool to the local adjustments tab just means that the tool is available to you there without having to switch to another tab to find it. It doesn't add local adjustment capability to a tool that didn't possess it in the first place.

If you go to any tool in any tab and use the pull-down menu, you will see Adjust Selected Layer on some but not on others. The ones where you don't see that on the menu are not capable of being used as a local adjustment whether or not they are added to the local adjustments tab. (I would love to be able to change white balance as a local adjustment, but it is not a feature that is currently available.)

    Hope that clarifies.

Ian: thanks for contributing. Yes, I have discovered the hard way that just because a tool can be added to Local Adjustments doesn't mean it will actually work as a LOCAL tool. I, too, wish I could adjust white balance in individual layers ... as well as Levels, a tool I rely on quite heavily. The question is: why can't Pro 7 be configured so that the added tools can work as layer adjustments? It would be extremely beneficial if that could happen.

Maybe there´s a misunderstanding (maybe mine, too).
In the version 6.x I used the local adjustments tool in a newly created tool tab, where I have my preferred tools and it worked. Since Version 7 it won´t work like before. I could adjust the adjustable datas, but it worked always on the whole picture, no matter which layer was activated. But when I choose the local adjustment tool tab, it works like it should.
    I think it´s a bug in the Version 7...

Not a bug, but a feature, which is not easily understood.

You can read more about it in this thread, or go to the dedicated post with explaining images

    Key feature: "Adjust Selected Layer"
