Keyboard-based navigation to tool tabs
ImplementedIn a metadata and keywording scenario ("library work"), it would be convenient to use the keyboard to navigate from a selected image into the keyword entry or metadata tools and then back out to where I can select a different image, all without touching the mouse. As this kind of library work involves keyboard entry, it would be nice to keep the hands there.
For example (all with keyboard), start at a selected collection (and its already possible for catalogues to select different catalogues with arrow keys). Then, move into the collection and set the focus on an individual image, then move to the metadata tool tab, then into keyword entry or metadata field, enter data, tab to next needed field. When finished, focus back to the images to go to next image. Repeat. If desired, back out to the collection level to select a new collection. This use case seems to me self-evidently convenient.
In fact, it seems that keyboard navigation to any tool tab would be nice. From there, it should be possible to select any tool (perhaps just with tab key) within any tool tab. From there, +/- or arrows (or other key) could be used to adjust sliders up and down.
Despite the flexibility of editing keyboard shortcuts, some aspects are not fully thought through. For example, the key command "Ctrl+Cmd++" to raise exposure only works, once one has already selected the Exposure Tool Tab (with the mouse!).
I understand that C1 has complex layers of functionality, and that many actions are not for the keyboard. But, the above library is a common keyboard-oriented task.

I assume you are using a Mac ?
because of the underlying technology there may be some differences but when you write

It made me wonder if there was a difference between Mac and Windows.
In my default KB Shortcut command set "Alt and +" will increase exposure and "Alt and -" will decrease exposure. No need to go anywhere near the exposure tool tab.
Obviously that will only really be effective for numeric value adjustments or fixed choices from a small table - such as colour tags maybe.
Potentially random text entries are unlikely to work as well with the requirements of metadata.
I tend to look for bulk edit and apply opportunities but the success rate varies according to subject matter and events on the day (in my normal cases.)
It sound like your work flow is somewhat different to what normally works for me.

For the Metadata tool entries and Keywords you can sort of do what you want to do using a floating tool. There are separate commands available for moving between images in the browser and fields in the tool currently displayed.
There are KB shortcuts for selecting Tool tabs and moving between tools on the tabs and field in the tools. However many of the tools are not really "activated" by "selection" or do not seem to respond. I would need to investigate in more detail to be certain but I don;t think that total keyboard control would be something that would appeal to me nor be efficient for my needs. I can see how it might work for others.
And of course one has whatever controls the Operating system provides.

I am on Windows 10 and trying this Alt+ and Alt- to increase/decrease exposure and it doesn't work at all. Same with the Shift+ and Shift- for adjusting WB. Would be nice to do all these through keyboard as then I can set them to my pen tablet.

I cannot comment on Win 10 but it works fine with Win 7 using V20.
Check your keyboard shortcut definitions to make sure they keys are defined for the purpose.
Also, do you have a dedicated numeric keypad? If not you may also need to make pseudo keypad active for the shortcut to work. Or redefine the shortcut to something different but without clashing with other shortcuts or Windows System key combination commands.
