Issues tethering my 1dx mark ii to my PC

So I recently built a pc and wanted to try tethering directly to it. the camera is recognized by the program, all the settings are there. but it won't capture a photo and when I try to use live view, it just says starting and never starts up. 

I have none of these issues on a mac? I can plug right in and go? why is this?
