What platform? Windows or macOS? On macOS you can do this with AppleScript. I am unaware of any scripting interface on Windows.

Can you use the white slider on the HDR tool on a fill layer + a luminosity mask restrict the tonal range to the very top end of the highlights?

Have you looked at Capture One Enterprise? I don't know what additional features it offers but you could reach out to Capture One to ask.
