Can you only convert RAW files to small JPEGS using the Quickproofs feature? Maybe better saked, can I convert already converted files using the Quickproof feature?

Troy,
Capture One is for RAW image files only. You can browse JPEG image files, but cannot edit them in any manner.
The QuickProof tool uses an alternative algorithm for processing faster. Speed is the priority here while the Process tab algorithm is for Quality. You can make small JPEGs using either approach with choices of Quality level Low-Medium-High.
The decision is Quality Vs. Speed.
