You can indeed have only one mask per layer, but as you have realised, it can be stronger on some areas than on others.

As to the things you are trying to do, I'd say that separate layers for dodging and burning make sense.

But there are some things that you may just want to do on the background layer anyway. Unless you have a reason for wanting more saturation on some parts of the image than others, for example, is there any need to use up a layer on it? You could just adjust the overall saturation. The layers are not entirely like adjustment layers in Photoshop or Affinity - an adjustment doesn't have to have a layer at all.

My approach would more often be to have a layer for a particular part of the image. So I might have a "Face" layer or a "Sky layer" and possibly make several adjustments to the layer for that part of the image - perhaps a bit less exposure plus a bit more clarity on the sky, for instance. (Of course sometimes a part might want a bit more, so I have sometimes had a "Face" layer, and then also an "Eyes" layer to do a bit more to the eyes.

First, can you only have one mask per layer? So far I've been trying use a new layer for various tasks (such as one layer for dodging, another layer for burning, a separate layer for saturation, etc) so I don't exceed the 16 layer max.

Second, if you can have more than one mask per layer, how can you delete specific masks from a layer? So far the only way I can see how to do this is to simply erase the area you don't want masked. But the problem that might arise is if you wanted to apply different levels of effects (say saturate more on one area and less on another which I know you can use Flow to adjust the intensity, but what about when you want to go back later and adjust these two areas separately--would they have to be on separate layers?)

I'm moving from LR to CaptureOne but am trying to get used to the masks and layers concept and how it works.

I would take a look at this video:

Don't forget that each layer has an opacity slider. It can be very beneficial to initially set this to 70% opacity and then after you have made some adjustments you can use the opacity slider to fine tune the effect.
Also you have options for Luma mask, refine mask, invert, clear and feather masks.

It may also be worth mentioning that if you are working with colours you can make some fairly extensive changes on multiple colour ranges on the Background layer as well as any other layers.

In addition and given that C1 is not going to be dealing with blending images and all sort of similar layer based activities, 16 layers are quite generous for making quite a few changes - perhaps to the point where going further might suggest ending up with conflicting changes because there would be no need to think about things much. Fewer layer could very well, in my opinion, be a positive influence on one's approach to processing. More than 16 required? maybe there is a different tool to consider. And the potential issues about system performance to assess.
