Cursor tools not visible at full view

When I set the CO 7 pro at full view the CURSOR TOOL /toolbar automatically hide.

Is there a way that it can be permanently visible similar to the tools and browser?

    In full screen mode, the toolbar (which includes the cursor tools), the tool tabs, and the browser are all hidden and each shows when you hover your mouse into the direction of it (top, left, bottom).
