Hello there
I'd like to upgrade my current 8.3.3 version to 9.0.2 but want to pay in USD. Is there a way to change/select this?

  You should probably contact Phase directly about that question since this is a User to User forum by intent.
  
  However, it might be worth contacting one of the Phase partners in the USA.
  
  Alternatively if you are using a credit card with USD based payments, other then the exchange rate question and how your local tax payment might or might not be handled it really should not matter where you buy from.
