    Capture One is primarily a RAW image processor. I would not expect some of the features needed to manipulate pixels to become part of Capture One.

    Even that won't do what the OP asks - he's wanting the "effect" to be applied to the Raw file, which is fundamentally counter to what Raw is about unless Ian's advice is followed.

    Almost impossible for a COP user to miss, so I did not take the question literally and thought he really wanted to apply the blur to a variant. If not, Ians' answer should stimulate a rephrasing of the question.
