You could read the license agreement on that. My best guess is no, you can not transfer a license to somebody else. To be sure, submit a request to the support department.

There is a clear decree from the european highest court (from 2012), that licences MUST be able to sell to someone else. Is Capture One working against this court decision?

I'm not sure what the legal position is for certain, but of course not all Capture One customers are within the EU. (I'm in the UK, so - regrettably - I'm no longer in the EU.) However, I thought I would do a bit of a comparison...
The Capture One licence agreement says
The rights granted to you are personal and non-transferable for your internal use only and further depends on the version of the Software for which you have acquired a License as further detailed below.
The Affinity Photo EULA says
The licence granted to you is limited, non-transferable and non-exclusive.
Except to the extent any rights cannot be excluded by law you are permitted: ....
The Microsoft Office licence is quite complicated, and depends on all kinds of things like whether you bought it separately, subscribed for it, got it bundled with a computer, and so on. But it does say at one point
Transfer to a Third Party. The provisions of this section do not apply if you acquired the software in the European Economic Area (EEA) and only transfer it to another person or entity within the EEA, in which case any transfer of the software and the right to use it must comply with applicable law.
Note that in the 2-year-old discussion above, Walter is in the USA, so any European law wouldn't apply to him.
So... I conclude that non-transferability is not uncommon. Whether it is limited by EU law in some territories is probably a question for lawyers. And whether the person who asked this originally 2 years ago is in the EU, I have no idea.

Thanks for answering this old thread. The reason I picked up this old thread is because in the light of the news, Capture One was delivering yesterday, I was looking for a way to sell my licence and found out, that my lawyer has to fight for the right, which was already decided.
Which additionally shed again a very bad light on Capture One and how they are treating their customers.
This company is getting more and more unappealing.
Congrats Capture One, yesterday is the day the demise of this company has really started (started already a few years ago, but now...)

I have to correct myself. It is possible to sell the software with the help of support - at least for EU members I think. They have to bow to european law...
