Why don't you ask Capture One?

The lack of support has not been the fault of Capture One (or the fault of the many other apps that have been unable to support these files either.) The thing is that these files use "TICO-raw" patented by intoPIX. Development of support depended on intoPIX releasing an SDK (software development kit) to software makers. I gather that the latest news is that they have now done so - see this extract from a post at nikoncafe.com

09 Sept 2022: The intoPIX SDK is now available with Apple ARM native support and intoPIX has confirmed the delivery of the SDK to software makers. This enables Adobe, BlackMagic Design, Capture One, et al, to implement High Efficiency RAW image file and N-RAW video file format support on all 64-bit ARM platforms - macOS, iPadOS, iOS, Windows.

So presumably support can now be on its way.

Until now the only option for full support was Nikon's own NX Studio app (and Adobe offered "preliminary support" which is less than full support by a long way).

(I'd paste a link to the Nikon Cafe post, but I am not sure whether links to external sites get filtered out. Anyway, it's easy enough to find using Google.)
