Open a JPG file

I am using Capture One Pro 22 (paid version) with Windows 11.  I want to just open an existing JPG file, manipulate it in Capture One, and resave it.  I don't want to create a Catalog, or put it into a Session; I want to just find the file with Windows Explorer, open and manipulate it with Capture One, then resave it.  However, I cannot get Capture One to even recognize or open any JPG files; it will only look for databases associated with Catalogs or Sessions, and finding none, it won't open any actual image files. 
How do I work around this problem?
