shortcut keys disabled when layer panel is undocked

I often undock the layers panel when working on an image and move it out into the image area. I've discovered that after creating or selecting a layer such that it's highlighted, my shortcut keys are disabled until I click somewhere outside the panel in order to turn off the highlight. The layer is still selected, it just isn't highlighted anymore. If the layers panel is docked with the other tool panels, this doesn't happen; the shortcut keys work even if the layer is highlighted.

It's annoying. Is there some reason for this or is it a bug?
