Upgrade from 21 to 22 and free upgrade to 23?

I started to receive e-mails form C1 with offer to buy v.22 with free upgrade to v.23 when it is released. I can't find any clarification whether the offer applies when I do the upgrade from v.21 to v.22 too or it's solely for new purchases of v.22 for new users.

If someone could shine some light on it I'll be massively thankful.

  For anyone else who is thinking about the upgrade and looking for the answer. The current offer is aimed at first-time orders only. If you upgrade from 21 to 22 you won't receive free 23 upgrade. However, there will be a promotional campaign targeting current users of perpetual licence in the near future according to C1 support team.
