OneDrive: catalog on local disk, photos only downloaded from cloud when needed

New user here. I have a Win11 laptop with Capture One 23 on it and use OneDrive as the place to store the raw files. The laptop has not enough free space to store all of them, but there is enough room to also have the relevant photos on the local disk. The OneDrive folders with the raw files are marked as "Free up disk space".

What I want to achieve is the following:

- store the catalogs on the laptop's drive (with a back-up on OneDrive)
- keep the raw files on OneDrive, relying on the previews in the catalog, and only downloading them to the local disk when needed (download on demand)

However, when I try to achieve this, Capture One persists in downloading all photos in the catalog to the local disk. Since I have several catalogs (one for each year), this quickly fills my local disk.

How can I solve this? Thanks in advance for some help.
