Custom film recipes not importing for jpegs

I have created several custom film simulation recipes in my X100V and when importing them it appears that the raw files are correctly representing the recipes but the jpegs do not seem to have the simulations applied or are not applied the same way - they look dramatically different than the raw files. In each case the raw files look like I expected the recipes to look and the jpegs look almost as if nothing was applied. 

It appears that the WB and tint are different between the two images. The jpegs are all 5000 and the raw are 6837. Also tint is -10.7 on raw images and 0 on jpegs.

Any ideas what the issue is?
