Trouble importing some images scanned as TIF files

I am scaning some old family photos with an Epson Perfection V600 Photo scanner. Scaning them as JPEG files allows me to import into C! Version 23 without problems, but when I scan them as TIF files, some files do not import problerly. I either get a black thumbnail or a thumbnail/images that is basically all horizontal grey lines.

It appears (based on several hours of experimenting) that to reliably created TIF files I can import, I have to turn off scanning options for corr3ecting for backlight and dust removal, but can leave color restoration on. I'm not sure how these options result in a TIF file that C1 cannot import, but turning them off has been working.
