Is it possible to create a layer within a plugin

Is it possible to create a layer within a plugin? We are developing a plug in that will create a black and white image that uses the zone system to change color images to black and white. It would be better to have the adjustments in a layer and not have to maintain a separate image. Any thoughts would be welcome.

    I am not an expert but I believe the plugin SDK is somewhat limited.
