Plugins Bug Windows 10

Plugins still not showing up on edit list list like Nik Silver Effects Pro but other Nik plugins show up on desktop but on laptop none of them show up, very weird.

Have they been registered with Windows for the relevant file types on the desktop but not the laptop?
