The permissions problem you encounter while working as a normal (i.e. non-administrative) user is a result of how your computer is setup. It is not CO4 related. Since WinXP SP1 file permissions on (NTFS-formatted) hard disks are more restrictive, both on internal and external disks.

You can resolve this by either changing the permissions for normal users to Change from the drives root level (permissions are inherited down the folder path). You need administrative permissions to change the permissions.
Another approach, which is to be preferred and in line with what Microsoft had in mind, is to use your folders which are part of your user's profile (i.e. My Documents, My Pictures). You can move the default path (C:\....) to another drive and path. Windows will automatically assign the proper permissions within the new folder structure. You can do this as the logged on (normal) user.

In case this sounds complicated (because it is), consult your administrator.

Note: a proper Win32 app should be installed with admin permissions only and be able to run as normal user, as does CO4.
