Moved or copied files

I have a database of images in Expression which are shared in the office. The users have the Reader and I the full version. One user in particular has constant access to the database. She drags and drops to folders on both her desktop and server where the database if filed. If she just drags and drops to the server the file is copied but also moved within the database. I.E. directory of where that image is kept is pointed to the new location. Is there a way of restricting what users can do with drag and drop. I would prefer if they could only copy the image, therefore keeping the original in its home location rather than moving it.
