minimum cropping dimensions

I want to crop a small JPEG image, for use as a thumbnail, down to 360 by 200 pixels and the smallest long dimension I am allowed is 400 pixels using the most recent version of Capture One 4. I have the unconstrained crop setting turned on and I tried to set the proper ratios. Am I doing something wrong?

    With Scale to Width, I get the smallest 392 px, approx. 400 as you said. Tried it on Mac to (for my curiosity): 39 px minimum, one tenth of the Win version.
