Color Readout Values

In the blog post by Niel- he discusses using the color readouts as a way to choose color for better printing. Are there recommended values for skin color, highlights, and shadows? If I am not mistaken, the fourth readout value is "luminance". Is there a way to gauge what this should be w/ respect to the RGB values, i.e. it should be a certain relationship to any or all of these values?
