No trade of Windows Key For Mac
After contacting support regarding my change of operating system from Windows XP to Mac OS X , it seems I have to purchase a new licence, they can't deactivate your Windows key and trade it for Mac ☹️

The OP does not mention what license he has (LE or Pro), which version (CO3 or earlier?) and when bought. Perhaps it is an older CO3 LE license, which leaves you out of luck indeed in this particular case, but otherwise I think Phase One upgrade policy is very friendly for your wallet. YMMV of course. Some background.
Not doing sales info here, but from my own experience I recollect that the LE license was platform specific, where Pro was not, as was explicitly made known that time. By the way, this was most common those days and still is for a lot of software. Who would change anyway? More recently, but at least 3 years ago, raw became mainstream and the CO3 LE key became not platform specific, hence to be used for both Win & Mac as well. IIRC Phase One offered a reduced platform upgrade for older licenses. CO4 (non-Pro) has always been not platform specific since its introduction almost two years ago.
Many long time Capture One users running CO4 now did spend money on that software up to 6 years ago. Changing platform - from Win to Mac - was rarely seen those days. Things changed (the Intel Mac attracts many Windows users since introduction) and Phase One changed too opening up their policies accordingly some years ago. A few, with an older CO3 LE key, can still upgrade free of charge unless they change platform.
Where buying a new camera every 2-3 years means buying a software upgrade when using a competitive brand for raw conversion, most Capture One users did not need to reinvest in their software for years.

To add to Paul's comments....Adobe will allow you to change OS'es, true...BUT
1.Only on current products and
2. Mac or PC means either, not both as PhaseOne allows with their license.
You can say anything you wish, but PhaseOne is all over Adobe AFA controlling a license and providing upgrades.0
