how come i can use my capture 1 21 without ne problems on my notebook while i can't on my desktop PC?

I am getting this "(101#7) General error: The syntax is incorrect. - static IP configuration (line 1: "|| ...") msg whenever i try to run captureone 21 on my desk top PC. But it runs just fine on my note book which i just bought few days ago.
