Overlay Scale Issue: Viewer compared to Live View is different

Shooting tethered, If I drag an image I just shot into the overlay tool and turn it on in the Viewer its size matches perfectly when the scale is set to 100, as it should. When I open Live View the same overlay images needs the scale to be set to 200 to match the Live View frame. I don't recall having to do this in the past. 

Can someone verify if they're seeing this same behavior? This is using Nikon D800 NEF files on a macbook pro running the current version of C1.
