That would be a great improvement indeed. It is super annoying to have to close the import dialog just because you forgot to select a user collection beforehand.

3. Speed edit keys should work on layers

No problem here, Speed Edit Keys are working fine on layers.Make sure you have a filled layer or any kind of mask on the layer to make the effect visible.
