Copy Apply Adjustments Moves Bottom Adjustment Layer to the Top on the Source File

This is a new one, and kind of frustrating. I'm editing a lot of shots from a recent shoot and for some reason C1 feels the need to bump the bottom adjustment layer ("POW") to the top when doing a copy/apply. Doesn't matter if it applies to just one file or multiples. Then I have to go back and drag that top layer back to the bottom where it belongs.

Guessing this is a bug, but if not, let me know what I'm doing wrong here.

• Imac Pro (just did a fresh complete reinstall of the entire system)
• Ventura 13.2
• C1 23 version 16.12.20
