Open with plugin is disabled

In newest version of C1, 16.2.0 the open-with plugin is disabled at startup. How do I enable it?

  Seems my first install was somehow incomplete, although is seemed to progress to its end without errors. I reinstalled 16.2.0 once more and now open-with plugin is functional. And so it goes.

  It worked one(!) day after installing 16.2.0. also browsing to the apps (photolab, affinity photo) doesn't work. Is there another workaround?
