In Capture One I can select the background of a picture and work on this part of the picture.

Is there a possibility to blur these background? The inversion of sharpen.

  There is no Blur tool and I'm not sure if such is of sense (maybe only because other RAW editors might have it). But instead you will achieve the same result with the Clarity and Structure tools. Try and test with these tools.
