Keystone Not Working

I can't seem to get the 4way keystone tool to straighten. I'm shooting rectangular paintings which should snap to perfect straight but it's not. I have no problem doing this in ACR and Lightroom. Does anyone have any thoughts?

I'm trying to post a screenshot for reference but I'm not sure if that's working either. Copying linkin from Google Drive and pasting into Img function.

  The screen shots can be opened by opening in another tab.
  
  C1 is very sensitive to exact placement of the selection points. If you did not do this zoomed in, you will often not get precise results. Also, the correction default is to 80%, if I recall correctly, and you will need to adjust it to 100%.

  Does that image require a slight rotation?

  The 80% rule applies to vertical keystone only, if I am correct.
