Incorrect Color Profile handling
It seems that adding an empty layer forces color profile to Adobe RGB. I saw a similar behaviour with enabling Black and white mode. More details: https://www.youtube.com/watch?v=RU5_j--Al2o

I have attempted to replicate this based on your video process but with the difference that in the absence of PS I used Affinity a the "output to" application but still with PSD.
The Histogram tool did not change at all (in so far as was visible to the eye) using a Canon CR2 file no matter what the ICC profile set in the recipe.
However, when I changed to a Sony RAW file the Histogram visibly changed when I created a layer. Whether filled or unfilled did not seem to matter, nor the setting for the ICC profile.
Interestingly the change was different if the Process recipe had an active text based Watermark. Presumably this was simply because the Watermark is assessed in the Histogram and the unknown reason for the Layer changing values will have had an effect on the way the Watermark would display.
I did not process the Sony file to Affinity - seeing the Histogram change seemed to be enough to suggest that something strange seemed to be happening.
Time for a Support Case I suspect.

I'm seeing this also with C1 Pro 20 Sony version.
Create a new layer (empty or filled) and the histogram jumps quite a bit to the right. The preview image does not get brighter though the LRGB values under the cursor increase. Also the level and curves graphs do not change. Weird.
Does not happen with tiff file from my film scanner.

The phenomenon that you notice here is that when you select a process recipe where the ICC profile is set to Embed camera profile, and you create a layer, Capture One switches to AdobeRGB. You can easily check this by making two process recipes with the respective profiles and switch between them. Set one or a few color readouts in the image without layers. Next, toggle between the two profiles and observe the readout. Notice the different RGBL values. Next, add a layer. Toggle between the recipes again. No change in the readout.
This is not restricted to a specific Pro or Sony version, nor to a specific type of raw file. This is new in Capture One 20, as I do not see this behavior in version 12 and applies to both Mac and Windows.
I have put this on my list to report, but feel free to report it yourself.0 -

I have only tested with Canon (CR2) and Sony files so far. I do not see the phenomenon with the Canon file. Only the Sony.
There may, of course, be some explanation related to some of the in-camera settings but is seems like an odd phenomenon that really requires knowledge of the processing engine to begin to make much sense taking time to investigate it.

Interesting Grant,
For me, it affects Sony, Canon, Phase One, Fujifilm raw files. Maybe more brands, not tested.
The effect of changing the Embed camera profile into AdobeRGB is not new. It always has happened when you make Color Editor adjustments on a layer, IIRC.
That it happens the moment that you create a layer, is new to me. It could be by design. I have to ask.0 -

Where do software only owners open a support case these days?
All I see are directions to FAQs.

Main support page, then use the inconspicuous Submit a request link, top right.

Why would it happen at all? It makes C1 useless at all. With such behavior I will just export ARW -> PSD with camera profile and close C1 forever. I have reported same stuff about BW mode in past. Nothing... Only prices grow more and more0 -

Lodged a support ticket about the historgram jumping to the right when adding a layer to my Sony raw files.
Support was able to reproduce the problem after I sent them one of my Sony files.
Support says they have "added my case details to the bug report for R&D."
So hope yet. 😊0
