Why CMD+Z considers selecting next/previous photo?
I've never seen an app in any sphere where it considers your movement along the files (photos in this case) as steps for undo/redo. Why is that a thing in C1? This is extremely frustrating IMO. Is there any way to turn off that "functionality"?

It is undo. If you select a file after editing another, and hit undo, it will take you back to that file ready for the undo steps. If its the next file in the browser, that's the file you're undoing... 0 -
Let me explain:
1) I set + 1EV on 1st photo
2) I go 10 photos ahead with the cursor keys
3) I hit CMD+Z and it goes 1 photo behind
I hit CMD+Z and it goes 1 photo behind
I hit CMD+Z and it goes 1 photo behind
I hit CMD+Z and it goes 1 photo behind
I hit CMD+Z and it goes 1 photo behind
I hit CMD+Z and it goes 1 photo behind
....
and so on until it reaches the first photo and I can make the Undo I wanted in the first place. It's a funny example, which can rarely happen IRL, but I think you get my point.
Selecting next/previous photo shouldn't be considered in the "history" of undo/redo IMO. Selection/deselection of several photos also shouldn't be. These are not editing commands, they are selection commands.0 -

If you move 10 photos ahead with the cursor keys, then each press of the cursor keys is a change of selection. But if you pick Photo 1, then click straight away on Photo 10 in the browser, that is only one change of selection and Cmd-Z should take you directly back to Photo 1.
