hisogram vs destination profile

Hi

I get a clipped image in photoshop whatever destination profile I apply when processing.

my histogram in the exposure tool has no significant data below level 16 or above level 223
my exposure preference is set to unclipped shadows and highlights
my preferred destination profiles are Adobe 1998 / ProPhotoRGB

what am i missing?
