New Filled Layer with Luminosity Range Mask is cropped

I've been trying a few techniques to darken skies and realized the mask has a strange crop for some reason- it won't fill the entire frame.

Fuji X-T30 Raw
Luminosity range all the way to the right
I see that this crop shows up once I start using HDR or brightness
