user defined fields

I need to have unique fields to show what city images are being used in - which has worked fine, but we now have 16 locations, so I cannot add any more fields for additional locations. Has anyone run in to this problem, or think of a solution?

  Custom field is a unique field, like "Product", "Source", etc.
  An item can be linked with only one terme of each unique field.
  
  You need to use a multiple field like "Categories", "Keywords", "People", "Scenes", "Subject Codes"
  
  Why not using "Scenes"?

  For organizing purposes, are Catalog Sets not a better option?
