Can I show a viewer and browser window on a 2nd monitor too without mirroring? (Maintaining a viewer, browser, and tool window on the 1st monitor.)

  No. The Browser and Viewer are linked.
  
  Perhaps you should use Capture Pilot?

  I need a faster response time and the ability to use the mouse and keyboard on the 2nd monitor as well. That's always been an annoying issue not being able to access thumbnails on the 2nd monitor. Perhaps Phase will add that with C1 8?

  You're welcome to request it in a Support Case but, it seems a fairly atypical requirement.
