Can I separate Library from Tools?

Yes, I'm coming from Lightroom! 😊

I've chosen View/Place Tools Right. Great!

Now can I put Library back over to the left of the image, so that I can have it open all the time?

  You can create a floating Library tool if you wish.
  Window>Create Floating Tool.

  You can collapse / expand the floating tool by clicking on the left upper triangle. Not sure that you can use a key stroke like in Lightroom (tab).
  
  If creating a Library floating tool, I suggest you set the size to Medium or Large, but not Auto. The size of the Auto option is not practical for me (in case of the library tool).
  
  I doubt that you can 100% mimic the layout and behaviour of Lightroom, but you have a lot more options to customize your workspace(s).
  
  Give Capture One an unbiased try, I think you'll love it once you got used to it.
