Cannot Install Capture One Raw

I need to install Capture One Pro on a new laptop. When I type in the product key, I get this message:
\"Online License Activation Failed.
The product key has exceeded its activation limit.\"

Buy a new computer, buy another copy of the software?

  You will have to create a support case with Phase One support to get this solved.
