    No, it's not a bug.

    If you build the the right hand panel the way you like it, then you can save the workspace and you will be able to get it back every time you start Capture One.

    This may or may not help you when Capture One software is updated, but that only happens a few times per year. For a minor SW update you are likely safe using the saved work space. For a major SW update it's safer to rebuild.

    OK, now built.

    It certainly seems more logical to have the library / metadata / processing tools with the Browser and the image editing with the viewer.
