zoom shortcut customization not working in dual moniter view

I customize the zoom level shortcuts to my like, but it only works in the viewer of the main window. In the viewer in dual monitor, it's still the old shortcuts. my customization does not work there.

  In full screen mode, when I click Edit/preference to change some preferences, the preference, I guess, will be hidden behind the main window since the main window is always on top. Then there is no way to get out. The preference is behind, so you won't be able to close it; since the preference window is active, the main window won't respond to any mouse click. The only way to get out is to close the software is to kill it through task manager.
