Copy Keywords to an image file

I have put some keywords onto an image (jpg file) in Capture One. I thought that clicking on Synchronize Metadata in the Metadata tool would write the keywords to the jpg file. It doesn't.

Other than exporting the image, is there a way of writing the keywords to the file manually?

  On the basis that it is a principle of Capture One to never modify an original file for any reason I would guess the answer is "not within Capture One".
  
  Other applications may provide a tool for embedding such metadata into the original file from a sidecar file. Presumably Exporting a new file with no additional compression would achieve the desired result - which I think is what you have already suggested.
