Where is Version 4.0

I know this is an old question, but that's the point. Weren't we promised an LE version 4.0 first quarter 07 with the PRO version to shortly follow? So where is it? Hey Phase One: how about letting us know what's up and when we can realistically expect to see Version 4.0.
