Graduated Filter Tool

Can a graduated filter tool be added to the C1V6.x tool set ?
There are times I prefer to add a graduated exposure (like a filter) to the image of -2 stops to the exposure so the sky is darkened, but I don't want to use the brush tool to add it. Capture One should really have this option like Adobe ACR does.

  Can you simply create a preset?
