There may be some options if the contact sheet is to show image files from camera OR image files exported from C1 with post processing embedded in the pixels, rather than stored as C1 "instructions" inside the C1 data-files/databases. I do not know other applications that can use the image source file and apply the C1 instructions to produce the final image, export is likely the only way.

An application capable of printing a contact sheet and you pointing the application to a PDF printer driver should work. You may want to check out Photo Mechanic.

C1 Print has Templates for Contact Sheet production to a printer or file.

Print straight to PDF if that is what your clients prefer.

Make Web Contact Sheet is a specific solution for creating a web page for on line access - assuming it was being used as expected.

PDF just requires a PDF printer driver to produce a file. Most systems seem to have some sort of application these days that offer a PDF Printer driver. If not there are plenty around that can be downloaded and installed.

The final file size will depend on the number of images and your choices for embedded image size and the compression applied.

After printing to PDF on MacOS, you can reduce the file size by exporting it from Preview and choosing the Quartz filter "Reduce File Size" to make the PDF smaller.
