Unable to edit JPEG File

I am unable to edit JPEG files even though 'Enable JPEG Editing' in Preferences is selected.

  Are the dimensions smaller than 512 x 640? Then, it can't be edited.

  I came across this "restriction" after importing loads of family b&w images that I scanned purposely small due to poor quality source photos. You can't even add keyword data which was the prime reason of doing the exercise.
  
  A support guy did say it was an old restriction that they are considering removing but no time frame was offered.
